ID this old club head

I refinished an old club head that belonged to my late father-in-law for my wife for XMas.  The problem is, I have no idea what this club would have been used for.  It has a lie of 72 degrees (measured) and a loft of 7-8 degrees.  It is marked, "Joe Hawley Special - Chromium) on the back side and has "10" stamped on the base.  Below are photos.

The only thing I found about "Joe Hawley" that seems remotely related was a reference In Harper's Official Golf Guide to the Woodmont Golf Club, near Milford CT.  A General Joseph Hawley, who was Governor of CT, was president of the club around 1900.  Is this a putter, chipper, 1 iron?  Any help would be appreciated.

I have seen many sets of old clubs where the 10 iron was a putter. Putters made 100 years ago have more loft because the grees were cut longer in those days.

I would assume probably a putter.  BTW, it looks like you did a very nice job refinishing it, how did you do it?
