I was asked this and I can't find the answer.

Scratch golfer I guess is 0

Bogey golfer is 17.5 to 22.4 per usga for men

So what are the people called from 0 to 17.4 ?

10-17 is usually considered a mid handicap golfer, 2-9 a low handicap golfer. Most tournaments don't distingquish between scratch and 2 or less handicap golfers. Players in this range often fluctuate between 0 and 2 and on a given day are pretty even. Most touring pros are considered plus not scratch golfers, they would be 5-8 strokes under par playing under our normal course conditions. I don't believe that plus is an official category and it is possible that is just a local custom in my area.
