I purchased a Heavy Putter B3-M at Sports Authority for $69.  I love it except it being so heavy.  I asked a lady who is very good golfer if she thought the shaft was heavy or was it just the head.  She said the shaft was very heavy.  I have a disease called Ankylosing Spondylosis and it affects my elbows and wrists and some fingers.  So the heavy putter puts more stress on my joints. I love putting with the head of the putter being heavier.  That helps me not move the putter so much side to side.  It helps keep the putter in one line going to the ball.

This brings me back to my question.  Is there a putter that has a lighter shaft but heavier head?

I am still fairly new to the game and have not tried a whole lot of putters yet. But I would say that the putter that I have been using lately, Odyssey White Ice #1 has a pretty heavy head and a light shaft. The shaft is only 33" long as well, which may be slightly lighter than longer putters. If you want something with an even heavier head, go and try the Odyssey White Ice 2 Ball Blade Putter.

The best way to find out what works for you is to go to a golf shop and test out many different putters. Each person has a different feel and preference

I suppose that you could get the Heavy Putter reshafted with a lighter shaft... that shouldn't cost too much and it'd give you what you're looking for.

Unlike drivers very little (if any) thought goes into putter shafts. (An exception being the Heavy Putter with a heavy shaft.) You can have a lightweight graphite shaft put on almost any putter.

A light shaft with light grips will make a head feel heavier. The graphite will absorb shock a bit better and the head choices are vast.

You may want to check out a long shafted putter. Being able to brace the shaft against your body may work for you. Since a Heavy Putter has a heavy head it may be a candidate for a long shaft conversion. (Shafts are $12, the grips cost more.)

I'm going to catch hell for this but have you tried the old "Jab and Stab" stroke?  Minimal back swing and hardly any follow through.  It's from the days of putters that didn't have cavity backs, the further you bring the head back the more chance of missing the tiny sweet spot with those old blades.

PS: I take it for granted that your using a soft ball like the Lady Prcecpt Plus, Noodles etc. There's less shock hitting these softies and they spin more with a slow swing.

The B3-M Has a 475 gram head.  Regular putters are around 350 gr or less,  If you put a regular putter shaft into that head, the shaft would be too whippy! Tp reshaft use a double bend ski pole shaft and cut to length you need--- http://www.golfworks.com/product.asp_Q_pn_E_SKP
