Once again another ruling that needs clarification

It happened on the 18th hole today where there is a lateral hazard marked by yellow stakes which is a forced carry from the tee, and my friends tee shot hits the rocks (in the hazard) and bounces backwards. However he is able to play the ball from the hazard as it is lying in a beach like area, so he proceeds to hit his shot and skulls it into the rocks and bounces backwards but this time far enough so that it goes into the water.

So the question here is where does he drop? because I'm pretty sure you cannot drop in a hazard and his ball had never crossed the hazard line at any point during his  second shot.

Does he drop in the hazard? Re-tee? or something else?

We let him just drop the ball in the hazard as we couldn't come up with any other solution

He drops according to the rules. [quote] 26-2. Ball Played Within Water Hazard a. Ball Comes to Rest in Same or Another Water Hazard If a ball played from within a water hazard comes to rest in the same or another water hazard after the stroke, the player may: (i) proceed under Rule 26-1a. If, after dropping in the hazard, the player elects not to play the dropped ball, he may: (a) proceed under Rule 26-1b, or if applicable Rule 26-1c, adding the additional penalty of one stroke prescribed by the Rule and using as the reference point the point where the original ball last crossed the margin of this hazard before it came to rest in this hazard; or (b) add an additional penalty of one stroke and play a ball as nearly as possible at the spot from which the last stroke from outside a water hazard was made (see Rule 20-5); or (ii) proceed under Rule 26-1b, or if applicable Rule 26-1c; or (iii) under penalty of one stroke, play a ball as nearly as possible at the spot from which the last stroke from outside a water hazard was made (see Rule 20-5).[/quote]

Lateral hazards are marked by red stakes. Yellow stakes indicate a regular water hazard, from which you have fewer options than a lateral hazard. (The differences are moot for the sake of your specific question, but thought you should know for future reference,)

HC 6.3 and not knowing hazard rules? May be it is possible, just do not visit them...

My bad got got mixed up on which one was which. I know the rules on for the different stakes just made a mistake on which one was which.
