I have seen some other posts about popular courses in these areas. Been doing some searches online and most seem to be really high green fees that time of year.  I will be in the area the second week of March and was wondering if anyone could direct me to some nice courses in the $50-100 range in both areas?

Any of the Troon courses are solid. Raven at South Mountain Grayhawk ASU Karsten course is a very good deal in Tempe. It's a Pete Dye course and I read that the land lease is about to expire and they may sell it to developers and the course will be no longer. So if you're going to play it, you may want to do it before the course is gone. Would be a great course to play well within your price range.
