Not being able to ride a cart (yet having a driver's license) is what kept me from joining there for two years when I was younger - and I don't get the policy, because I've never met a walker who didn't play slowly, or slower than a similar person in a cart (I'm sure someone here will say, or is otherwise), carts when used properly can

Usually that policy is insurance reasons. It costs a lot for courses to pay insurance for such young people. Plenty of courses in my area don't let people under 21 take carts.

As for people that walk and are slow, i've noticed most people that walk tend to be better players than people that take carts. I'm not saying all are but usually the people that walk aren't searching for their ball every shot. I also feel that walking keeps a better pace of play going. When I walk, I am not usually waiting to hit every shot and therefore i get in a better grove and tend to play better.
