Swinging slower - Able to achive scratch?

I always though it just meant a 0 handicap.  Anyway - looks like you're all set!

It does.  If you "play to the course handicap of zero on all courses" your handicap will be zero.

The other stuff says "for rating purposes" so they are just saying that they factor in those assumptions when rating the courses.  If you have a course with a bunch of 480 yard par 4's, the rating that you have to match to get that zero handicap is going to be higher.
