Shoulders too flat causing inconsistency

https://www.dropbox.com/s/n0clfh2brvxv5hq/Myswing.mp4?dl=0In the video of my swing below, I feel like my shoulders are too flat and preventing me from a consistent down the line swing.  Any thoughts or drills to help?  When I try to dip my left shoulder on the backswing to get a steeper shoulder angle, I'm not flexible enough first off and tend to hit very far behind it, even with a driver.  Thanks

Many golfers seem to do this. I'm also working to reduce this, as it's my tendency as well.
