If you had a stiff shaft, and needed a flex, or a flex and needed a stiff would would be the side effect?

Depends, playing a shaft that is too soft (too flexible, regular flex instead of stiff for example) will result in unpredictable shots, traditionally it is believed that the shaft being to soft will result in a large hook, it can also however result in a push too the right.

If the shaft is too stiff (an extra stiff as opposed to a stiff for example) it will usually result in a loss of distance and generally will result in a push to the right, it is hard to hook/pull the ball with a shaft that's too stiff.

Advice from me is that you should play the stiffest shaft you can control, in theory the stiffer the shaft you can control the more accuracy you will gain, however the softer the shaft you can control the more distance you will get.

Hope this helps.

i'm pretty sure also if the shaft is too stiff, you might have the tendency to block the ball. i heard that when I was getting fitted for my driver last year.

Generally speaking, a shaft that is too stiff is going to result in fades and slices and a shaft that is too flexible is going to result in hooks. More detail here
