Team Tournaments - can you use a partner's clubs?

For some reason I think you can, but I can't track down the rule.

The reason I ask is that I'm playing in a parter tournament and if my partner only carries 13 clubs, is there anything preventing me from throwing another club in his bag (bringing us both to 14) and then using that club if I need to? EDIT, I found the rule:
4-4. Maximum of 14 Clubs a. Selection and Addition of Clubs The player must not start a stipulated round with more than 14 clubs. He is limited to the clubs thus selected for that round, except that if he started with fewer than 14 clubs, he may add any number, provided his total number does not exceed 14. The addition of a club or clubs must not unduly delay play (Rule 6-7) and the player must not add or borrow any club selected for play by any other person playing on the course. b. Partners May Share Clubs Partners may share clubs, provided that the total number of clubs carried by the partners so sharing does not exceed 14.

Must have been a tournament with a specific rule, because the USGA rules explicitly allow it.

Many courses require each player to have his own bag with a minimum number of clubs, though I'd think in a tournament they'd waive that.

Also, it's important to note that if you're sharing *any* clubs, then the total clubs between you can't exceed 14. Thus, even if all you're sharing is a driver, you can't each carry 13 other clubs. The sharing is sort of all-or-nothing.
