There are probably answers to this question if you search the forum, but quickly, bounce is the angle between horizontal and the lip on the bottom of the clubface when the club is at address.  High bounce makes the club's profile into the ground wider and makes it more likely to bounce rather than slide or dig into the turf.  For a sand wedge, you typically want a high bounce (12 degrees or so is common, though I've seen up to 18 degrees) so you can slap the sand and not worry that you'll cut under the ball if you hit a little bit fat.

For use outside of bunkers, there are various theories about when and whether you want bounce.  Typically on hard, thin surfaces (hardpan or the like) people will suggest lower bounce to avoid skittering off the ground and topping your shot.  Conversely, on lush, soft turf, a higher bounce is often favored.  Some (notably Utley) promote using fairly high bounce under almost all circumstances.

It's probably most common to carry at least one low-bounce wedge and at least one high-bounce wedge, probably the sand wedge.

Club designer Ralph Maltby talks about bounce in this link on Wedge Playability.

One thing he emphasizes is the difference between rated bounce and effective bounce.

Awards, Achievements, and Accolades

The poster who stated 10-16 degrees is right, although 12-16 is most common for SW, Golfers who normally play courses with firm sand or who have shallow impact angles need less bounce.  This is why golfers who carry lob wedges they use out of the sand usually carry clubs with more bounce than golfers who only use their 60 for non sand shots.  If you open your SW up a lot then bounce may not be as importrant as relief at the heel.

Solid Choice.  Good wedge, and 12*-15* seems to the be the most common range for sand wedges, with 12* and 13* being the ones I see the most by far.  I never, never see 11* of bounce.  I see 8*, no 9*, lots of 10*, and never 11*.  Must be a reason.  My wedges are 52-8, 54-10, 56-13, 58-10, and 60-7.  I like the 10* bounce for it's all around utility, and I'll bring out the 56-13* if the course and/or sand are nice and fluffy (not likely to happen much right now in Tucson.  I just added a Callaway JAWS 60-13, seems like a lot of bounce, but has a nice grind and can be played like a club with only 8-10 degrees.
