I thought this was interesting from page 3 of  the 2019-2020 Tour Handbook and wondered why? 

The Practice Policy was amended as it relates to practice rounds prior to the pro-am. From the start of each season until the Masters Tournament practice putting and chipping is allowed but full shots are not allowed. After the Masters until the conclusion of the FedExCup Playoffs, practice rounds will resume as normal.

What's your question exactly?

It may be a matter of daylight hours and the amount of time they have?

My question is, why did they make the change? Daylight could be the reason, seems logical now that you mentioned it.

During practice rounds, sometimes tour players play as singles in preparation to the event.
They will usually hit a couple of tee shots and often several approach shots at various distances.
This often occurs during a week prior to an event.

Tuesdays prior to an event are typically the only day most players have an opportunity to view the course,
as Mondays are often Local Qualifying and Wednesdays are ProAm's.

I think it is to deter the players on Tuesdays from hitting multiple shots from the tee's and approaches as this type
of practice will cause delays for other players on the course.

Often players may only practice a certain holes and generally do not play a full round.

Monday qualifying is usually at another course.
