Greenside Sprinkler Head Relief

Many clubs have adopted a local rule that allows for relief from a greenside sprinkler head that is within 2 club lengths from the Green and if your ball is within 2 club lengths of the sprinkler head and if the grass is cut to fairway height or lower if it in your (reasonable) line of putt. My question is two part: 

1. What if you are planning to chip the ball (I assume that no relief is given), and
2. If you set up to putt the ball just to claim relief, and after getting it decide to chip the ball instead?

1. Relief is still allowed. You don't have to be putting the ball. What if you wanted to land the chip near the sprinkler head? That's possible.
2. You can change your mind after taking relief. It's fine.
