I blame the management for not doing keeping with their original decision: denying him entry. This is not excusing Plax for carrying a gun. However, by banning him, it forces him to make a decision: gun or a good time.

Because he had money to spend, they decided to let him in. I've been in this place a few times and have seen how they handle other high rollers. They will section off the upstairs area and make sure to cordon off an area within. They will then assign him a waitress and one of the subpromoter's will send up a gaggle of girls to "entertain" him. A club bouncer would have been assigned to his area, too. Just in case one of these girls is not to his liking and raises a stink. Everyone is comfortable, having a good time and Plax will not be bothered by the general public.
