You need to be awfully good to hit a 13º fairway metal off the deck unless you have a perfect, slightly uphill lie.

I don't think you have to be "awfully good" to hit a 13* f-way wood. . .as long as the design of the club head allows for good solid contact.

I have a 15* 3 wood that basically looks like a mini version of a driver. I don't hit driver off the deck very well, so I don't really hit this one off the deck well either. But the 12* Srixon I have is designed, very much like a hybrid. Smaller head, almost a maraging face like an older Adams tight lies f-way wood. So, I understand what you're saying, but with so many design differences available, people can find easier hitting f-way woods, regardless of loft. The reason, I think, that I don't hit mine very well is, because of the size of the grip I've installed. I need something standard.
