Any equitable "skins" type games for leagues?

This year we all threw in $5 a week for skins and decided to base it off your handicap, with a limit of 1 stroke per hole (i.e. You're not getting 2 strokes on a par 3, making a natural birdie and getting credit for a net 0). The problem we have found, is that for those of us with low handicaps (0 to 3 for 9 holes) it's almost impossible to win a skin. Of the 20 or so skins that have paid out, I think the 3 best golfers in our league have a total of two and the one guy who is a scratch golfer either needs to hole out for eagle or birdie the one hole he gets a stroke on (his HCP goes back and forther between 0 and 1 depending on which 9 we play). Being a 3 HCP, my only skin came this year by makign a natural birdie on the #1 HCP hole on that side - unfortunately there were 3 other skins that nine.

Anyone have any other ideas for games like this that isn't so penal to those with low handicaps? We are thinking of something like a "birdie hole" where we designate 1 hole every week (a relatively easy one) as the "birdie hole" and anyone who birdies it naturally splits the pot for that week. No birdies and the money rolls over.

played in a skins game that if u were scratch to 7 you got no pops, from 8-12, you got one per side, from 12-18, two per side, and from 18+ three per side. Once in a while a guy will chip in with a shot and have a net eagle or double eagle, but for the most part the skins are won equally between
all the players.

Our league skins is just a straight skins game - regardless of handicap.

I have run my league for 4 years and came up with this formula:

PLAYERS HDCP STROKES (for 9 holes)
0 - 7**** 0
8 - 10**** 2
11 - 14**** 4
15 - 20**** 6
21+**** 8

The money distribution has been unbelievably equal.
