Range Finder, is it legal?

Depends on the club/local tournament and what range finder it is. The only way to get an exact answer is to ask the club/local tournament.

Depends on the range finder (does it account for slope and wind? Does it suggest a club?) and on whether or not your club has adopted a local rule allowing it. Most clubs allow them via local rule, but it's not worth a DQ for it, so double-check before the round.

Ask your tournament committee. Most places in the US it is allowed as long as it measures distance only.
