It’s been said many times that the way a person conduct themselves on a golf course is a clear indication of their true personality. If this person is notorious for cheating, while playing golf, one would wonder how the rest of dealings go.

You're spot on with that point. I get invited to play in a variety of events with my clients (charities, pro-ams, client sponsored tournaments). IME, nobody really cares if you're good or bad. In fact, often times, the bad players get all kinds of support and encouragement from the other players. However, if people start questioning the accuracy of your scores, nobody says much. You simply don't get invited back. Same for those with bad attitudes (complaining, club-throwing, etc).

Here in NZ you are considered a cheat if you take a 4 and write a 5.

A buddy and I were getting ready to t off and another pair of guys got there so we invited them to play with us. They were sad with the amount of strokes they didn't count. At one point they even said they can't count that it would hurt their handicap. On the 17th one of them lost their ball and hit my ball. I was not too happy after that but finished the round and went home.
