First time at a private course

I am fortunate to play on both. I'm a member of private club and play there most of the summer. It is a great course in the mountains and well maintained most of the time. This year has been difficult because of the amount of rain. But in the winter I play on a lot of muni courses. They vary a lot in quality but a couple of them are well maintained and as fun to play as the summer private course. I do believe that the one place you should have and are entitled to a flat lie is the tee box and I think a bunker should have more than an eighth of an inch of sand in it. But that isn't very high on some course supervisor's list of course maintenance.
