No idea, but gotta be less than 1% if all amateur golfers are included.     If the comparison is based on players who are serious enough to have an established legit handicap, the percentage would be higher, but I'd be shocked if it were even 5%.

The USGA says there are about 5 million golfers in the US with an official handicap (out of an estimated 20 million who play the game.). Of those with a handicap, 0.68 percent are scratch or better. That's 34,000 golfers. If you include 0.1 to 1.0 handicaps, it's 1.25 percent, or 62,500 players. See below:
