Is using a tee outside the teeing ground a breach in this case?

Rather interesting question popped up on another golf forum:

"Stroke play. Player X tees off on a par 5 and hits his first shot OB. Then he tees (using a tee) his ball 20 cm in front of the tee-markers and drives his ball on the fairway. Now, this ball is in fact in play (see Def. Ball in Play + R11-4b) but he is in breach of R20-5 and receives a penalty of 2 strokes. And here's the academic question:

As player X used a tee outside the teeing ground, is he to be penalized for that or not? And if so, which Rule applies?"

Any thoughts on this one?


I would say only 2 strokes as per 20-5 (a).  I'm no rules official, but your player in question is no longer "starting a hole" as referenced in 11-4 (b).

Interesting that, assuming I have it correct, starting a hole off outside of the teeing ground has a stiffer penalty (two strokes + replaying the ball+disqualification if the error is not corrected) than the circumstances in your example.
