Am looking at some irons on ebay and these are for a tall guy so the lie is upright XX degrees. And i would replace the shafts with graphite.  Can i get the hosels rebent to normal and would that weaken the club?

Some irons can be bent and some can't, depending on the process of manufacture.  For example, cast clubs are more prone to cracking than a forged model.  What is the make/model of iron you are looking at?  Some club manufacturers sell cast clubs with different lie angles, but aren't meant to be re-bent.

Weaken the club as in weaken the metal? Yes like @moparman426 said some cast clubs can crack if they're bent more than a couple degrees.
