By law, the refinished/refurbished golf balls must be stamped as such, so there will be some kind of indication on one of the poles opposite of the logo.  Keep in mind, most recycled golf balls are recovered from water hazards, and it can take as little as 12 hours for water to penetrate the cover of a submerged ball.  The amount of water absorbed will vary among the different types of balls and how long it was in the hazard.  The ball might look good, but the performance will be compromised to a certain extent.
