Should some dang fool decide to putt on a green covered with hail...

Are hailstones allowed to be removed to provide more access to the cup?

Yes:

Snow and natural ice, other than frost, are either casual water or loose impediments, at the option of the player.

However, you can't repair damage to the green caused by hail.

We played it as "Loose impediments".

Finished the hole, and went home.
