What are handicap categories?
Golf handicaps are split into five categories:
Category 1 – Handicaps of 5 or less (0.1)
Category 2 – Handicaps of 5.5 to 12.4 (0.2)
Category 3 – Handicaps of 12.5 to 20.4 (0.3)
Category 4 – Handicaps of 20.5 to 28 (0.4)
Category 5 – Handicaps of 28.1 to 36 (ladies only) (0.5)

@PizI found this on Internet. I THINK it has to do with competition pairings. @JOSE ANTONIO DEL ROSAL What do you say?

Thank you @MarvChamp  If such is the case; it makes sense that a 6 (for example) would rather be paired with a 5, in a competition, than a 12.

In the US, players may move to lower handicap competition if the competition has no requirements which may not allow the player.
As an example, players who are interested in playing in a USGA Open Qualifier must meet guidelines.
At our club level, a player may compete in the Championship Flight if they desire.

I suggest inquiring with your Competition Committee or Pro for a better explanation or ruling.
Sorry many US golfers are not familiar with UK rules and guidelines of competition.
