What are the implications of the change of status of a stake identifying the presence of but not defining OOB?

Previously a LR could be used but now they are Boundary Objects by definition.

I understand the logic, and adoption of a local rule is permitted, but I do not understand how a boundary object can be in bounds.  One would think that a stake indicating the presence of a boundary, and not defining it, could be removed (and later replaced) if it interfered with one's shot...just like the 150 pipes in the middle of the fairways.

In der bag:
Cleveland Hi-Bore driver, Maltby 5 wood, Maltby hybrid, Maltby irons and wedges (23 to 50) Vokey 59/07, Cleveland Niblick (LH-42), and a Maltby mallet putter.                                                                                                                                                 "When the going gets tough...it's tough to get going."

Oops. I missed the optional Local Rule. The reference has been removed from the definition
