I read that 4 inches is the max tee height allowed. Here in my country there are no tees of that height, only 3 1/3 inches and I need the larger ones ( I hit like 7° up with the driver). 
Am I allowed to put a tee above another tee if combined don't exceed the 4 inches length?

Yes. You can use several things as a tee.

7° up is a lot. Even a 3 1/4" tee would allow for that pretty well…
