Anyone who wants to carry a handicap like that is fine by me... they'll never be able to play to it when they DO have to play by the rules, so I'll always have an advantage over them.

To answer the OP's question, my handicap would be the same.

True.

Over here you usually only hand in competition cards for handicap, so this kind of handicap would be pretty much impossible.

As mentioned by other posters, you don't have a handicap if you don't putt out. And if you are paying a match, that round wouldn't count for your handicap anyway. If you take gimmees and claim to have a handicap you either don't have a real handicap, or you are a cheat. Simple as that.
As for the person who said that he might miss one 2 footer in 100 ...............rounds played on the carpet at home don't count either.

We always play for money so we have to hole our putts out anyway. I am a stickler for picking them up...no matter how short they are. I mean if they are so short that you can pick them up then there should be no reason that you shouldn't putt it, right?

That's exactly how I feel about it . . . I want to hole out my putts.

Believe it or not, I putt out everything. So to answer this threads question, my handicap would be the same.

The reason I ask is I have a few playing partners who typically pick up balls that lipped out and roll past the hole a few feet, ones that just miss, or ones that are chipped close.

These people are commonly known as cheats, and their on course behaviour is very often an indicator of how they conduct themselves in other aspects of life.

In the race of life, always back self-interest. At least you know it's trying.

i always putt my putts out, unless i am in a slow group i will give myself the putts that are anywhere from 1-10 inches in order to speed up play.

The same as it is now. I putt everything out, even in social rounds as a rule.

I've noticed that yo tend to have a low opinion of most everyone you meet on a golf course. People who do these things are just as likely to simply be ignorant of the rules. And they aren't cheating unless someone is being hurt by their actions. 99.9% of all rules breaches are due to either not knowing the rule or not caring because they don't play for anything but their own fun. That mindset is foreign to how I approach the game, but if that's how they want to do it, have at it. All I ask is that they understand proper etiquette and maintain pace with the group in front of them.

As long as they aren't competing against me, then their playing philosophy doesn't really matter to me.

I am with the rest of the majority here, I putt everything out (unless match play and the putt is conceeded) ... My handicap would stay the same ...
