Rules question: Honors and order of play in four ball

Q1: Does both players on one side tee off first, regardless of no. of shots from the worse of the two on the last hole?

Example: On the first hole, player A1 shoots a 4, player A2 shoots a 5. Player B1 shoots a 4, player B2 picks up on the green when he can't shoot better than 4. B side had the honors on this hole. Does Side B tee off first? I tried to find something in the rules. Did find that the side can choose who tees off first.

31-5. Order of Play
Balls belonging to the same side may be played in the order the side considers best.


Q2: Does the rule above apply to the tee shot only or also on the rest of the hole? If one side for some reason wants the player closest to the hole to putt first on the green, is this allowed?

Q3: When playing with stableford hcp, full or 3/4, does hcp matter to who's getting the honors or is it always the gross score that decide this?

Sometimes if a player has a four-footer for par and another has a long birdie putt, the par putter will putt out first so the birdie putter has a "free run" at it. On the tee, player B2 could hit first so long as team B has the honor.

Yes.

That's a stroke play event, so it really doesn't matter. Decide among your group whether to go by net score, gross score, or even team Stableford points.
