Did a search and I couldn't find anything on this. Is it possible to add a notch on the top line of a putter to match the alignment line on the heel of a putter? Effect I would be trying to create would be something like you find on a Rife 2 bar.

I was goofing around with putters today and I couldn't miss with the Rife 400 mid mallet. Doubt I will make the move, but ya never know. It seems that cutting a notch on the top line of the Rife 400 would be doable as it overhangs the rear of the face. Would doing this alteration negatively impact the performance of the club? If I could pull this off I would have a lie adjustable putter...something I could benefit from for sure.

Any input is appreciated

I'm sure if you contacted a company that customizes putters they could do it for you very simply and inexpensively.

Several years ago, I had someone make a component parts putter for me. When I asked for an alignment notch, he put the head in a rubber-cushioned vice grip and sawed a notch with a hacksaw.

Line was not perfectly square, but my eye adjusted to perpendicular alignment of head, which had uniform depth from left to right. Suggestion: Take it to a machine shop that does precision grinding, etc., and the machinist could probably give you a precision "right angle" alignment line, or maybe parallel lines defining the sweet spot.
