I have read one of Harvey's books. I can't seem to get a clear understanding of what he means when he says "clip the tee" Does he mean to place a tee in the ground that is low to the ground and attempt to hit the top of the tee without making a divot?

Has this drill helped any of you with your ballstriking?

Not exactly. He is talking about hitting a tee shot, but instead of thinking about striking the ball you imagine that you are just clipping the tee with the club. For an approach shot, you imagine that you are just brushing the grass. What he is doing is trying to get rid of the mindset that you are hitting at the ball, and instead make you focus on swinging the club. It isn't just a practice drill. I've used that tip on the course to get my swing focus back to swinging the club and away from just trying to hit the ball.

That makes sense.. I will try it at the range tomorrow. I think I do have a tendency to "hit at the ball" and sometime don't complete my followthrough. Sometimes I'll stop at 3/4 through on my followthough and hit a punch shot not meaning to.
