The rules of golf haven't changed substantially in decades. As far as I know, it's never been permitted to give a free drop forward of where a player has reached by strokes, and certainly not on the other side of a natural obstacle like a water hazard.

I have no sympathy for courses designed so that play by the rules of golf is impractical for most golfers. These are the "men" who can't see the real word, and they shoulder the blame for the problems here.
