What's more important? Fitted putter or driver?

In my experience, too, the answer is "probably yes" as well. Absolutely. It's also about making more of the smaller putts (six footers) because your aim is good and three-putting less because your distance control is improved.

I always go back to this:

-Get new putter.

-Practice more because of new putter.

-Putting improves.

Is it the putter or the practice? Both? Would the same thing have happened with the old putter? One thing is for sure, you can't say the practice made you worse.

That is also what I contribute to a "long putter making someone putt better". It's the practice...

I didn't see whether you'd had a lesson or not. If not, then do that first. One or two lessons to make sure you are not ingraining poor habits that will limit your ultimate development. Second, I would go with the fitted driver-and the "fitted" putter. The counterfeits you are playing with could be anywhere from ok to very bad, but we just don't know. A driver fitted to your build and ability will give you confidence off the tee to hit more fairways. With not too much effort, a decent used putter can be found that fits your eye and length, and a decent tech can bend it slightly for a lie angle that helps you get in the proper position over the ball, and a grip that is pleasant and conducive to a good stroke. Possibly an investment of $60 or less. This should last a while and you will need to change drivers again before you need to change putters, unless you just want to. This from a person who has 4-5 putters in the closet, none of which "fit' LOL.
