Yes, they get as far as their natural swing allows them.

I've not yet met a reasonably fit (I just mean not someone with a major injury or major physical limitation) male golfer between the ages of 20 and 50 who cannot be a six handicap with an hour or two of practice a week (and many with less than that).

But most people don't practice* and many more people have no desire or interest in learning more, improving their swings even a little, etc.

* Those who beat balls aren't "practicing" they're just beating balls.
