Handicap vs Average Score

Shouldn't handicap be lower than average score?

If handicap is only taking the best 8 scores and throwing away the worse scores....

You're absolutely right, by definition the handicap has to be lower than the average.  In the original post, however, they're trying to compare two different un-approved methods of computation, so its impossible to tell exactly what's going on there.

It seems to me the golfer in question only wants to validate himself with a lower handicap and doesn't realize the higher handicap helps him during tournament play...

BINGO!!!!!!

Not to mention that writing a score that is 2 over par, does not mean you really play that way (when others are keeping score)!
