For a high handicapper should I get regular or stiff graphite shafts on my clubs? I have a"normal" swing speed, not a fast one.

Go get fit for clubs. You could take a regular flex in one make/model and it would be a stiff or maybe even a senior flex in another make/model. There is no industry standard for flex in the golf industry.
