jumping from a starter/beginner set to a better set?

Just so you know, this is more or less trying to gather Info for a co-worker.

A co-worker of mine who I play golf with... Hits the ball pretty decently. But he has one of those Top Flite XL sets he paid like $200 for at Dick's. He's looking to upgrade to a better set... I offered to sell him my CUs but I dont have any woods to go with it.

So here's the question, he has a budget of $500-$750 (that was my budget last year), should he get something gently used on eBay or would he better served getting a fitting and piecing a set together little by little... 

FYI he shoots in the mid to high 90s.

You could always do a little of both. Have a fitter check out his swing and if he doesn't need any special adjustments you can find something at the best price online.
