When a course gets rated, how are the par3 holes evaluated?

I think I understand how a course ratings uses the whole 250yard drive/470 yards in 2 metric, and something similar is done for slope/bogey golfer. How then do par3 holes get rated when the people who do them come by? Is that also amount of trouble plus some sort of distance? All else being equal, how much would 4 par3s of 210 yards affect the course rating vs 4 par3s of 130?

You can answer the last question by looking at how you adjust for unrated tees, I think.
