There isn't a single best course. Although, I'd suggest public or Munis in our area until you get better.

If you are just beginning, I would consider Scholl Canyon, Arcadia Par 3, Altadena in the afternoons. You can even play for only $3 extra after playing Eaton.

Santa Anita is a great and fun course, albeit challenging if you don't go often enough. You have to get used to all the mounds and big bumps.

Brookside is my home course (Stick with Course 2 as a beginner because you'll have a lot less "serious" golfers). Wilson/Harding are good, but packed with super serious people. . .Roosevelt is a 9 hole executive, fun and easy. San Dimas Canyon in the afternoons is great. Whittier Narrows, Coyote Hills, Knollwood, all the American golf courses are relatively cheap for nice courses.

There are many semi-private ones as well in our area.

Sherwood Country Club looks like it may be the best of the best, you might end up teeing it up with Justin Timberlake and Wayne Gretsky.

If we're voting absolute best, then I'd have to give the nod to Riviera CC and LA Country Club, since those are the two courses here that are worthy of hosting major championships.  Honorable mention to Pelican Hill.

If you're asking about best playable (like those that a normal person is allowed to play) courses then, of those I've played I'd probably vote for either Goose Creek or Oak Quarry.

Rustic Canyon and Moorpark CC are the two best public courses, both cater to all kinds of players and are in excellent condition. Both have players who take the game seriously and the management is top notch.

River Ridge in Oxnard might be the best public muni course I have played, and they have two 18 hole courses there with Victoria Lakes ranging from easy to very hard depending on the time of day (windy in the afternoon). It is the only public course I have played with a true “amen corner.”

Hansen Dam near Pacoima is a public course that is one of my favorites too, because the greens can range from extremely easy to very difficult.
