How is the length of a shaft measured?

I read that Tiger in his early days played with a 43" shaft while Nike were pedaling 46" drivers to the public and telling them this was exactly what Tiger played with. It seems most handicap golfers would be advised to play with no longer than a 43" shaft. My question is how is this measured. I have a HiBore XL and the lenght of the shaft from the top to where it meets the head is around 43". But i assume it extends up to 2" into the head. So what is the the length, is it 43 or 45"?

It's 45" or a little more. The 'playing length' is the distance from the bottom of the sole (on a 60 degree slant) to the top of the grip. Delete what? If you attached the spec, you seem to have removed it already and linked to it, which is the better way of handling things anyway.
