  1. On greens?
  2. You do not declare anything lost, you just hit a new ball. Declaring ball lost has no meaning in the rules.
  3. Not all courses use sand/seed mix. I have never seen one in Finland, although I have not seen all... I think I saw somewhere a study about usefulness (or lack of) of mix.
  4. Thank's for the letter. I am not sure what new ruling they are referencing as it is not mentioned. To me the device would be conforming even without any new rulings.
  5. Ok, I cheated and checked Leupold pages. Interesting.
  6. I am holding my breath now.
  7. Why spirit level is then allowed in the bottom? I am not saying USGA (and/or R&A;) are stupid but... edit. Interesting response from USGA, in post number 233 http://www.golfwrx.com/forums/topic/933490-2014-2015-decisions-on-the-rules-of-golf-announcement-tomorrow/page__st__233

Dec 14-3/18 Quote: Q: During a stipulated round, may a player access local weather information (e.g. wind, temperature, humidity) through an application or internet browser on a multi-functional device? A: Yes. The prohibition in Rule 14-3 is only applicable to the specific act of gauging or measuring conditions that might affect a player's play (e.g. through use of an anemometer or a thermometer). When accessing weather reports provided by a weather station through an application or internet browser, the player is not actively measuring or gauging the conditions.
  9. Accessing weather information through internet is and has been allowed already.
  10. Sounds like those guys have contributed to some of the LPGA threads on forums...
  11. If you keep your path to ball same then that is what should happen. Some d-plane studying will explain it. You can keep the face aimed at the target and open the stance, as this will open the face-to-path angle to more square. Just opening the face requires you to draw the shot, which may feel awkward or at least more difficult. But are there other or even better means to hit lower than just moving the ball back?
  12. A bit of a generalization. EDS and supplementary scores do exist in EGA, and if I remember correctly also in CONGU, if allowed.
  13. As far as I understand it, he can return the card as long as 13 holes has been played. Needs a bit of mathematics though.
  14. That is your privilege in group 1. Some others are still returning EDS outside competitions.
  15. Just grab your putter (which you had thoughtfully brought from the cart with you), go to the hole and tap in. Then go back and rake the bunker while others are putting out. There are ways and it will still not slow the whole course down. But as I said, I could not care about others.
  16. No, that was not the point. Point is that the crossing of the hazard margin needs to be exactly known in this case. Ball does not have to have been on southside of stream/dam at all to be able to drop on southside. It depends where it crosses the margin on the finger. If it crossed finger on southern "shore" then the drop would be fine, but if it crossed the northern "shore" (as drawn) then the drop was bad.
  17. Yellow arrow is the line of ball, yellow dot is the ball in WH and green dot the dropped ball? If picture is exact then I would say he dropped wrong as that point is not the opposite side of WH. If the ball had went into WH on the right side of finger then the drop would have been good.
  18. Did you not read the reasoning... this would be impossible because he would have to either stand on someone else's line or putt in odd position, and raking the bunker for someone or even raking it after the tap in would be unheard of. .
  19. If it is not a tournament round, then I have nothing to say about some one else's gimmes, I would not give them though unless he asked the ball back. I would hate if someone gave me gimmes in that situation. Even if I was his marker (outside USGA world) I could not care less.
  20. During stipulated round of course. OP was not about stipulated round, but I guess thread is not about OP anymore...
  21. Just to add. Players are (mostly?) using pre-made yardage books e.g. from here http://www.heinrichgolf.com/Professional.html. Why could they not use whatever technology available to amend those as they are originally created using hi-tech GPS etc systems anyway?
  22. Not in stroke play, no. But...

In most instances across Australia, the operation at a club of these local rules will essentially serve to ‘normalise’ course difficulty (ie the impact is to cancel out the increase in difficulty caused by heavy conditions or of decreased turf quality). However, where a club is operating either, or both, of these local rules, and it believes there is a resultant clear impact to the difficulty of the course, it should contact its Member Association to establish whether a change to a course rating would be appropriate. Not much different in principle to using mats, which can be allowed (or mandatory) in UK, although CONGU manual specifically prohibits teeing up. I do not see any problem with these during adverse conditions. Any effect on HC is most likely negligible but playing golf can be made enjoyable.
  24. This could be true, but also opposite can be true. Some scratch players do take their (and others) time when preparing for a shot or a putt. Total time could be same but it is sometimes very frustrating for also the high HC to watch someones "pro" routines... They can be good, but not that good.
