Depends on what you consider "cheap".

Wedges:

Golfsmith has MacGregor MT Pro DW wedges Buy One, Get One Free right now - they are normally $99, so you could get 2 wedges for $99. I used this deal to pick up a 52/8 and a 60/8

If you really only wanted to get one, you could go with a Snake Eyes 685BX already assembled wedge for about $70 in the store. I have a 56/14 that I use for my sand wedge. I like it a lot.

You can also get the Nike SV Tour wedges on sale for $70 a piece.

I think the Cleveland CG14s are about $90 new.

Putter:

I would check out the Cleveland Classic series. They are excellent putters (IMO) - milled face, no insert, great feel - for $70 brand new. I have the CC 1 and love it.

Another is the PING Karsten Series for $90.

You can also find brand new Mizuno Bettinardi's on EBAY from reputable sellers for under $100.

You could probably find a solid putter used, but there doesn't seem to be a true need to do that since you can find so many strong putters new for under $100 - again, depends on what you consider "cheap".

Some used wedges are all right, but a lot of the them have worn grooves that can defeat the purpose of the wedge in the first place, so you might want to get new ones on sale.

Nike SV Tour SW is cheap and a very good, quality wedge. Gamed one for the past year before moving onto the Callaway.

As for the putter, that's all personal preference and feel. There are so many out there you just need to try a few you like the look of, and see how they feel, then make the purchase, and go practice with it!

I'm looking at a lob wedge and putter, preferably Taylormade. I just wanted to know, what kind of putter makes that metallic *tink* sound when you hit the ball with it? Is that how a milled face sounds? My friend has a set of Walter Hagen T3 clubs and his putter makes that sound and it is awesome. Sorry for the thread jack but I gotta find out what putters have that sound cuz it rocks.
