Weird Golf Club Grooves - Is this Real?

Guessing it's an old timey club. This looks like it'll generate more sidespin.

Not legal now. Was when it was made, I'm sure. They used to allow holes to go straight through the clubhead, after all.

Sidespin, not really. The point of grooves on flatter faced clubs is primarily to get water away so the metal can hit the cover. On regular clubs, grooves don't matter much at creating more spin until your spin loft is approaching 40-45° (wedges), so if you're swiping across a ball at 40° or so, then vertical grooves might add a touch more "sidespin." Sure. But that's not very likely.
