If I am tied with another player for my club championship and the other player gets into trouble and the rules official makes an incorrect/illegal ruling that enables my opponent to win. Do I have any recourse? Are rules officials alowed to violate the rules of golf?

Rule 34-2. Referee's Decision If a referee has been appointed by the Committee, his decision is final. So to answer your two questions: No you have no recourse, and unfortuantely yes they can screw up occasionally and give incorrect rulings.

The rules official is the final word, and they do make mistakes, especially at the club level. Even Tour officials make a mistake occasionally. If the resources are there, call a member of the tournament committee out to the course to referee the dispute. That's about your only recourse. And even better, make sure that YOU know the rules, carry the rule book in you bag, and keep up to date.
