i remeber seeing some video where they were saying on your backswing when your arms are fully extended out your club should be at a 90* angle. is this correct?

IMHO, No that is not correct. When your arms are fully extended (waist high), the club should be in the same position relative to the arms at address. The club should be pointing in the same direction as the arms. As the swing progresses, the elbows start to bend then the wrists start to hinge. That way the arms control the movement of the club and not the wrists. All this happens pretty naturally.

At the top of your swing, yes. It should be 90* or fully cocked. How quickly you get there is debatable. Look at Ernie Els swing. He has a fairly quick hinge. At waist height, he's already close to 90*. Now look at Jack Nicklaus. He had a very slow hinge.
