Happened to a friend today... Ball lands in the bunker, lands on an incline but gets held up by the rake in the bunker...
If he moves the rake and his ball rolls down what is the ruling?
Also can he move the rake?

I realize you're in Canada, but I believe it's the same: read rule 24-1.

So it would be move the rake... place the ball where it lied before he moved the rake, no penalty?

Yes. Replace the ball.

This is the main reason why the USGA recommends NOT leaving the rakes in the bunker. For the least impact on the game they should be placed outside of the bunker and lying parallel to the normal direction of play.

Make sure you mark the ball with a tee before moving the rake.

Not required by the rules.
