Correct. You can always tell the people who guess their handicaps from the people who actually enter their scores.

Regarding the lack of mid 80's for the 13 hcp, I used the following tool to calculate handicap and entered 20 rounds of playing the PGA West Greg Norman course, La Quinta and scoring 90 each time and it gave the handicap as 11.6! (rating/slope = 75.1/139)

This is what I scored when playing there. Of course, that was only for one round, but I used 20 of such rounds in the calculations above. :) It shows the difference between the handicap and avg. score...

but he hasn't hit his handicap before, ever.

shouldn't he be averaging maybe 3 shots higher than his handicap?

LOL...Now I calculated 5 of my most recent scores and it gave me a handicap of 16.2

It was: 88score/126slope/69.2rate 97score/114slope/67.5rate 98score/112slope/68.4rate 100score/126slope/69.2rate 105score/112slope/70.5rate
