Only if it bounces out.  The word "bounces" indicates that the ball was never at rest.  If it did come to rest and met the definition of holed, then it was holed, play of the hole was finished, and if the ball popped out when the flagstick was pulled, it can't change that fact.  It seems reasonable to me to assume that if the ball was struck from the tee on a par 3 hole, then it must have been at rest by the time the player pulled the flagstick.

Precisely. This is why I believe the insurance guy was cheating. No wonder law enforcement was required on site...

It just shows that insurance companies will go to any extreme possible to avoid paying a claim, including blatant cheating.  The guy probably got a bonus for getting away with it.
