I have been asked to serve on the tournament committee at my club and I was looking for any ideas on how to cut down on sandbagging in tournaments. I am specifically talking about 4 ball and scramble tournaments whether it be flighted after one day of play or handicapped. Most golfers in my area are sick of someone showing up on Saturday shooting 5 under and shooting 13 under on Sunday to win the flight and calcutta. Any ideas would be appreciated?

Shooting 13 on Sunday? I am sorry I don't understand what you mean?

Anyway, the only way to get rid of sandbaggers is tolower and freeze their handicaps if they shoot too low of a score in a tournament. Also, my club has started adjusting handicaps for the second day of a two day tournament. There is also another not so popular way which we used to get rid of some of our biggest sandbaggers. We called them F

I believe he means 5 under the first day, 13 under the second day.

I'd recommend perhaps not allowing anyone to win more than once per year. Worst case, someone sandbags and wins, but then they're shut out for a year. If they only play to win (i.e. they don't play for another year), and not for the camaraderie and whatnot, then it's no loss.

We only use tournament scores for tournament handicaps. If a players wants to sandbag in tournaments, he isn't going to win any but the one where he lets the genie out, and then the handicap committee will adjust him to where he belongs, and he's back to ground zero. But these policies are written into our bylaws, so nobody can question such decisions.

Our company puts on a few scrambles a year. i thought the committee ramdomly picked holes to determine hwat your handicap was going to be.

Can you check last years handicap and tournament record using GHIN?. Any one who wins should be compared against last years record, before being receiving awards. If handicap this year is more than 2 strokes higher, I would be asking questions.
