I feel like that's putting words in our mouths, so to speak (the bolded part). He said "middle of his stance" and then he said "of [I assume he meant or] slightly forward" of that. That's not "forward of the bottom of the swing."

FWIW I agree with him - a lot of people chip with the ball too far back, which greatly reduces margin of error.

Try this technique.  It's dead simple.  I haven't missed the center of the face once since switching to this method.  Lip-outs are routine.

Setup

1.  Stand up straight to the ball square to the target line with the ball off the big toe of your right foot

2.  Open your whole body 35 degrees or so to the target line

3.  Tilt to the right down towards the ball without squaring up your shoulders

4.  Tuck your left arm hard against your chest so the club sits at the ball with a little, but not too much forward shaft lean

Stroke

5.  Move your hands a little and hinge your wrists a little more

6.  Extend your right arm down the target line like you are tossing a ball underhand

You have to play with the parameters some to get it right, but it feels like tossing a ball.  You need to find the right amount of hinge, not too much, but just enough.  Too much

and you are going to need to unhinge on the way down.  The right amount, and you can just hold the wedge and toss through with your arms.  There is some knee action, but

very minimal.  About as much as would be if you tossed a ball 10 feet
